After Sgt. Ryker (RICHARD JAECKEL) is seriously wounded protecting his companion Roberta Hallicent (ANGEL TOMPKINS) from two assailants who infiltrate a Marine base, Inspector Erskine (EFREM ZIMBALIST, JR.) suspects the crime was motivated by more than a random attack.
The assailants, Arthur Blaisdell (FRANK HOTCHKISS) and Timothy Gage (SOLOMON STURGES), and their leader Stan Mabry (GLENN CORBETT), are a trio of gunrunners who profit by stealing automatic weapons and selling them to extremist groups. Mabry plans another operation--a weapons raid on a National Guard armory in an adjoining state. Their plans are overheard by Mabry's girlfriend, Dayan Britt (DIANE KEATON), who opposes their criminal operations but is hopelessly in love with Mabry.
The FBI learns Blaisdell's identity. They find a partially destroyed audiotape in his car. The lab identifies the tape as a "briefing" by Mabry, which reveals the location of the proposed arms robbery. The FBI issues an alert, but Mabry and his men have already stolen two truckloads of weapons. The FBI captures one of the trucks and its driver, Gage, but Mabry and Blaisdell escape with the other truck.
From an informant, the FBI learns that the extremists plan to kill Mabry and his partners after they receive the arms. As Mabry and his gang depart for their meeting with the extremists, Dayan Britt attempts to leave town but is detained and questioned by the FBI. She provides enough clues for agents to locate the meeting place where the weapons are scheduled to be sold.
At the meeting place in an isolated ravine, the extremists set a sniper ambush for Mabry. The FBI finds the snipers before they can act. FBI agents recover the stolen weapons while arresting Mabry, his companions and the extremists.
