Jessica Hamby was made into a vampire by Bill. The act was very much against his will, but it was his punishment for murdering a fellow vampire at the end of season one.

Character backstory:

Bill was forced to turn the innocent Jessica into a vampire as his punishment for killing the vampire Longshadow. Upon joining the ranks of the vampire race, Jessica stayed with Eric and Pam at Fangtasia for a short timespan (consisting of a minimum of 2 weeks), before being given back to Bill for being too irritating and annoying.
