Summary: Sam, Josh, Toby and Bartlet consider calling back Congress from their winter holiday break in order to push through a nuclear test-ban treaty. A drunken Ukrainian leader shows up at the White House demanding a meeting with President Bartlet. Meanwhile, Donna attempts to get the President to back legislation on stress injuries; Sam reluctantly works with Ainsley Hayes; and C.J. argues with Danny over him wanting access to the President for an exclusive story.
