Summary: Toby and Mandy work together to get a commerce bill with a census counting provision approved. In order to do this, they have to convince Mr. Willis, a congressman who took over his wife’s office after her death. Sam helps C.J. understand what stance the administration is taking on the random census in 2000. Meanwhile, Zoey gets herself into a dangerous situation when she goes to a Georgetown bar and President Bartlet approaches Leo after learning that Leo’s wife left him.

MISTAKES/GOOFS
- FAIR: Some have pointed out that votes in the U.S. House of Representatives are done by electronic device and not by roll call. While votes before the full House are done by electronic device, House committee votes are indeed done by roll call. The vote depicted at the end is a vote in the House Committee on Energy and Commerce and is therefore appropriately depicted as a roll call.
- CHAR: Charlie tells one of the men in the bar that, to buy 19-year-old Zoey a drink, "you'd have to take her to Maryland". The legal drinking age in Maryland has been 21 since 1982.
- FACT: Bartlet is technically incorrect when he says that the strawberry is the only fruit with its seeds on the outside. Because the seeds are on the outside, the strawberry is technically not a fruit but rather a "false fruit".
TRIVIA
- SPOILER: In the first season episode "Mr. Willis of Ohio", the President yells at his daughter Zoe about her being careless and what the dangers to her could be. His off the cuff description of her abduction (at a club in the bathroom, Secret Service agents being shot in the head) is very close to the events that would take place at the end of season four when Zoe is abducted from a bathroom in a club and one of the Secret Service agents is shot in the head.
- One of the subplots concerns Sam's obsession over the "Legal Tender Modernization Act", which aims at eliminating the penny. The act does exist and was actually introduced in May 2001 by Arizona Congressman Jim Kolbe. The act also aims at withdrawing the Susan B. Anthony dollar from circulation, and prohibiting any redesign of the $1 bill.
