Summary: An unknown foreign power has implanted inside comedian Billy Parker an electronic device with which his behavior can be controlled. Steve is assigned as Parker's bodyguard. He must find out who stands behind the scheme and how the problem should be dealt with. Later Steve discovers the resemblance Parker has with a foreign minister.
