Summary: The mayor is set up to receive a hefty bribe every month from George Klimer, which is located underneath a used car. After Biff and Chip get Bob's car confiscated, they decide to buy him a car, which turns out to be the very car that the large bribe was hidden beneath. The sack of money causes the car to seize its activity, which is when they discover the money. Since Biff and Chip paid for the car (with 50 cents by Milo), the three of them become rich. The problem is that the bribe is what pays for the city's utilities, and they won't work without receiving the money. Biff, Chip and Milo refuse to give up the money, which causes a conflict.
