Summary: Milo and his friends invade a Debbie’s party while her and her guests are away, and cause her locket to fall into the sewer. Helga goes down to get it, but is flushed into a drain, and clogs it, causing the Valley people to have to water. In an attempt to fix the problem that the Hill people won’t solve, Bob steals a machine that will blow Helga out of the drainpipe. He is successful, but she gets caught in yet another drainpipe. This time, she’s clogging the drain for water for the Valley and Hill people. The only house on the other side of the drain is the Oblongs’ house, so there house is taken over and used as the public bathroom, costing $100 per use (so only the Hill people can afford it).
