Summary: It's Superman vs. The Flash to find out once and for all who is the fastest man on Earth. In order to track the progression of this colossal race, the two sport electronic armbands. Unbeknownst to the pair, however, a humble scientist – Ben Mardon – has created a magnificent weather controlling device, which is powered by the energy the two racers are exerting. Ben's opportunistic brother, Mark, is unable to control his thirst for power, and seizes the invention to put to a more sinister use.
