Summary: When Bruno Mannheim's Intergang is thwarted by Superman, the Metropolis media are speculating whether the police are merely a clean-up crew for the Man of Steel, and if they're even effective at preventing crime. When the mysterious Kanto arrives with gifts of advanced, other-world weaponry, Mannheim doesn't look the gift horse in the mouth. Instead, he immediately sets out to plunder the city; using these phenomenal weapons to deal with Superman once and for all, is simply the icing on the cake.

The character, Dan "Terrible" Turpin was visually modeled after the character's creator, Jack Kirby. His first appearance in the episode "Tools of the Trade" also marks the first series appearance of "The Fourth World" characters and concepts that were Jack Kirby's major modern DC Comics creations.
