Summary: Stardate 42477.2 Leaders of warring factions in the Ramatis Star System have asked for the Federation to send a mediator to help resolve their differences. The Enterprise has been ordered by Star Fleet to act as courtesy transportation for the arbiter, a man named Riva who was instrumental in brokering treaties between the Klingon Empire and the Federation.Riva, who is a mute, is assisted in his arbitrations by three people who speak his thoughts and feelings. When the three are killed in an ambush, Riva tells the crew that he can not continue the arbitration with them. Capt. Picard must convince Riva to find another way to proceed, if a peace is to be brokered.

MISTAKES/GOOFS

PLOT: Picard tries to convince Riva to help the faction on Solari V, but Riva refuses and storms out of the room. But Riva's quarters are deep within the ship, and turbolift destinations must be spoken aloud. Riva could go nowhere alone.
CONT: Picard tells the Solari V combatants that they must stop their laser war, as he will not endanger his ship. But earlier in The Outrageous Okona, Picard joked about spaceships attacking with only lasers, stating that such weapons wouldn't even penetrate the navigation shields.
CONT: When Data is interpreting for the deaf mediator, he speaks the words before the deaf man signs the sign for that word. He also signs some signs to the deaf man before Captain Picard speaks them.
CONT: When Cmdr. Riker and the others are beamed down to the planet the second time. Cmdr. Riker tells Lt. Worf to set the phasers on stun and then both of them holsters the phasers, but when they reappear on the surface of the planet both Cmdr. Riker and Lt. Worf are holding their phasers instead them being in the holsters.
CHAR: After giving Geordi, who is blind without his VISOR, an eye exam, Geordi asks Dr. Pulaski if she is done. She nods affirmatively without saying a word before he puts his VISOR on.
