Summary: Stardate: 41503.7 Worf struggles between his loyalty to Starfleet and his loyalty to his Klingon brethren when two Klingon fugitives are rescued by the Enterprise from a fatally damaged Talarian ship. Picard puts Worf in charge of the pair, but Picard soon learns from an approaching Klingon vessel that the two are really criminals being sought by the approaching vessel.The two fleeing fugitives now plan to take over the Enterprise and continue on their quest to restore the Klingons Empire to its past glories of battles and conquests.Whether the two will succeed in taking over the ship or be captured comes down to which loyalties Worf will follow.

MISTAKES/GOOFS

PLOT: After Picard convinces the Minosian hologram that he's made a sale and to end the demonstration, the hologram vanishes, as does the probe on the surface of the planet. If the demonstration was indeed over, the probe attacking the Enterprise should've disappeared also, and the Enterprise shouldn't have needed to lull the probe into the planet's upper atmosphere to destroy it.

TRIVIA

The title is based upon "The Arsenal of Democracy," one of U.S. President Franklin Delano Roosevelt fireside chats where he proposes to help countries threatened in World War II and keep American neutrality. "We must be the great arsenal of democracy."
This is the second time the saucer separation sequence is used for the U.S.S. Enterprise NCC-1701-D. The saucer does not get separated again until "Star Trek: The Next Generation" (1987) {The Best of Both Worlds: Part 2 (#4.1)}.
