Summary: Orion Kerr runs a resort city for the Syndicate, and the IMF must gain evidence of mob involvement to get a bill passed against gambling. The IMF must convince Kerr's superiors that he's planning to embezzle from them, and convince Kerr that his bosses plan to wipe him out.
