Summary: Syndicate boss Charles Peck plans to set up his puppet Mayor Steve Tallman as governor by hiring provocateur Billy Walsh into creating student riots, so Tallman can deal with them and appear strong. The IMF must eliminate Peck for good by convincing him that Tallman has an illegitimate daughter (Dana) who is a revolutionist, so he believes she'll weaken his puppet's resolve.
