Summary: The Assembly begin to discuss a military invasion of Earth. Most of the assembly agrees except one Gua agent, Joshua, who was asked to explain the reason for his rejection. He explains that the Gua are not ready for the invasion and that Subject 117, Cade Foster, is a threat to the invasion and to the Gua collective itself.
