Summary: Launchpad volunteers his services to Dr. Sarah Bellum, SHUSH's top research scientist. As a result of using her Norma Ray, Launchpad gains amazing psychic powers, but not the ability to control them. But F.O.W.L. is also after the Norma Ray, and Darkwing and Launchpad must prevent F.O.W.L. from stealing it and forming a crack psychic team.
