Summary: Someone is poisoning St. Canard's bottled water supply during a heat wave. All the bottled water, except Bud Flood's Sparkling Crystal Pure Flood Water and Koo Koo Fizzy Water. Staking out the Koo Koo bottling factory, Darkwing and Launchpad surprise Bud Flood in the act. In an accident, Bud falls into the vat of contaminated water, and though Darkwing and Launchpad rush to save him, it's too late. Darkwing soon learns that there's a new villain in town, the Liquidator, the master of all liquids, and the Liquidator blames Darkwing for throwing him into the vat. And now he's turned all the water in St. Canard into rubber.
