Former Navy SEAL and martial arts expert Robert "Scandal" Jackson is AWOL because he refused orders to blow up a military target occupied by civilians. High Tech Investigative organisation COBRA is run by Dallas Cassell and Danielle LaPoint (ex FBI Agent) seeks justice for abandoned crime victims. They recruit Jackson and together they continue the quest for justice.
