Summary: The Penguin has opened an exclusive restaurant in Gotham serving the elite of the city. His plot is to collect the signatures to the wealthy, and once brought back to jail will team up with Ballpoint Baxter, the best forger in Gotham and clean out the millionaires bank accounts.
