Summary: The Dynamic Duo are strapped onto a giant scale of justice with a melting ice block on the other side with a giant vat of sulfuric acid below them. As the election night continues, the Penguin's lead is dwindling so he decide to kidnap the election board committee in a plan to sway votes his way.
