Summary: Londo is back on Centauri, having been summoned to meet Reefa. The war is apparantly drawing to an end, and Londo is to play an important role. The Narn are growing increasingly worried about losing the war. They plan a last, daring, grand strategy change, that is very risky. The planet below is sending out a signal, and Draal the guardian of the planet, sends a message to Sheridan to come down for a visit.

Londo Mollari: [after having stripped G'Kar of his post as Ambassador to Babylon 5] Citizen G'Kar will return to Narn for trial.
Capt. John Sheridan: I'm afraid that's not possible. Before this meeting was called Ambassador G'Kar came to my office and requested sanctuary. Now as it is within my right to do so I granted that request.
Londo Mollari: Surrender by all members of the Kha'Ri is stipulated in the Narn/Centauri agreement.
Capt. John Sheridan: Well I'm sure it is but I didn't sign that agreement, Ambassador. Neither did Earth!
Delenn: As co-sponsor of Bablyon 5 the Minbari Government supports this decision. The neutrality of this station applies even to the wishes of the Centauri. Citizen G'Kar may remain here for as long as he chooses.

Londo Mollari: Refa, any force attempting to invade Narn would be up to its neck in blood--its own!
Lord Refa: We have no intention of invading Narn. Flattening it, yes--but invading it? We will be using mass drivers. By the time we are done their cities will be in ruins, we can move in at our leisure!
Londo Mollari: Mass drivers? They have been outlawed by every civilized planet!
Lord Refa: These are uncivilized times.

Lord Refa says to Londo that the Centauri will be using mass-drivers to attack Narn. In point of fact, their ships are armed with railguns. A railgun is a purely electrical gun that accelerates a conductive projectile along a pair of metal rails using the same principles as the homopolar motor. Railguns use two sliding or rolling contacts that permit a large electric current to pass through the projectile. This current interacts with the strong magnetic fields generated by the rails and this accelerates the projectile. When the ships approach Narn look closely at the undercarriage of the Centauri ship, and you can see the electrical charge surrounding the projectile between the two rails.
The U.S. Navy has tested a mass-driver railgun that accelerates a 7 pound projectile to seven times the speed of sound.
There is no known defense against a mass-driver attack.
