Summary: President Santiago is in his way to visit Babylon 5. His visit is causing some concerns about the security on the space station and matters do not improve as there is an explosion, and Garibaldi gets implicated to have sabotaged the station. The presidential security takes over the investigation, led by the daughter of an old friend of Garibaldi's. Her father had died in a tragic accident which she blames Garibaldi and his abuse of alcohol for.

MISTAKES/GOOFS

CONT: When Sinclair orders security to break up the strike, during the fighting Garibaldi escorts Neeomi Connaly out of the area. Later in the scene when the security forces are ordered out, you can see Neeomi being escorted out at the far end of the hallway. Between these two scenes she is talking with Garabaldi in a different corridor.

TRIVIA

Jeffrey ('Michael OHare (I)) Sinclair's five o'clock shadow is real, not makeup. At the time of shooting, O'Hare had just returned from New York City where he'd been appearing in a Broadway play. Babylon 5 producer, J. Michael Straczynski, told O'Hare not to shave, as the whiskers added to his character's haggard look.
The labor ordinance Rush Act was apparently named after radio personality Rush Limbaugh, due to his hard-line attitude and refusal to negotiate.
