While Universal disowns this film now at least in the US, there is proof that the film was produced by them as several of their DVD's spanning from late 1999 to early to mid-2000 featured an brief introduction of recent films in their their DVD catalog. Quick shot of Sylvester Stallone from the film of him looking around with a gun in hand is seen after brief glimpses of other films such as The Mummy, Snow Falling on Cedars to name a few. The "Big Kahuna" DVD is one of few in which you can watch the snippet of the film in this form.
Ron Howard was interested in directing the film at one point, but decided to direct The Grinch.
The film's snowstorm sequences were shot in Canada.

The film was intended to be released in November 1999 or May 2000 by Universal Pictures and producer Brian Grazer, then it was delayed for several more years in the US. Universal tired of the film, sold its distribution rights to DEJ in the USA and finally was released theatrically three years after its completion.
John Powell, the composer of the film wrote two complete scores for the film one of which was rejected. With the film delayed and literally banished to a European release by Universal due to the studio's dissatisfaction with the film in general, most of Powell's score was replaced with additional music by William Ross, Geoff Zanelli, and Nick Glennie-Smith as an attempt to make the film salvageable.
